Conversely submissions from Westmeath were up by nine on 2018 figures.
That's a jump of 30%.
The number of claimants remained unchanged in Offaly leaving the total number in the Midlands at 89.
Down from 97 the year before.
Nationally - the total was more than 2,500.
7 in 10 of those were made by uninsured drivers.
The figures come as Gardai introduce a new recognition system to help them detect those without cover in the Midlands.
