The national ‘Ready to Build’ scheme has delivered just 32 sites since launching, with just four county councils taking part.
Laois is one of those four and accounted for 16 of the sites, while Offaly and Westmeath are not availing of the programme.
Local authorities were intended to make vacant plots available at a discount for home construction to revive towns and villages.
Politicians are calling for an urgent review as councils fail to take up the scheme, raising concerns over missed opportunities for rural development.
