The car was stopped at a Covid-19 checkpoint in Portlaoise, the motorist had no licence.
They are due to appear before the courts.
Gardai are also reminding people only essential travel is allowed.
The warning comes as they say there has been an increased volume of traffic about Portlaoise this morning with many travelling for non essential purposes.
Meanwhile in Edenderry, a driver out for a spin had their car seized by Gardaí for having no NCT.
The test had expired seven months ago.
