A number of prisoners are sleeping on mattresses on the floors of cells.
The Prison Officers Association says old jails should be reopened to deal with overcrowding.
Yesterday over 5,000 inmates were in prisons across the country, with over 300 of those sleeping on mattresses on the floors of cells.
The number of prisoners being granted temporary release has also doubled in just 2 years.
