The Kinnegad project is under the the Rural Regeneration and Development Fund.
A planned community library and adult education centre for Westmeath could be opening as early as St Patricks Day next year.
A contractor has been appointed to the Kinnegad project - which has been in construction since last March.
The library and centre is under the Rural Regeneration and Development Fund - with a planned enterprise hub next door set to come under the national Just Transition Fund.
