The community nursing unit was also found to have vacancies in crucial senior positions.
Gates on stairs and trolleys being stored in escape routes are some of the fire safety issues highlighted in an inspection of a midlands nursing home.
HIQA conducted an unannounced inspection at St Vincent's Community Nursing Unit in Mountmellick in August, which focused mainly on fire precautions and an inspection of the premises.
The centre was found to be non-compliant in two of the three areas inspected, and substantially compliant in the other.
The report flagged vacancies in the Assistant Director of Nursing, Clinical Nurse Manager and Clinical Facilitator role - an urgent compliance letter was issued after the inspection.
HIQA says the response received provided assurance the issues identified were being addressed.
It also says the centre did not take adequate precautions against the risk of fire, noting oxygen cylinders were being stored in unsuitable conditions, and a glove covered a smoke alarm in a sluice room.
The centre says oxygen cylinders have since been moved to the rear of the building and are now in an enclosed cage, the stair gates have been removed, and daily checks of fire escapes and safety routes are now in place.
Inspectors also spoke to residents, who told them they were happy with the care they received, however, one noted they'd like to shower more often.
