A Westmeath security expert believes energy is a weak point that Russian 'shadow fleet' ships are trying to exploit.
It follows an Irish Times investigation that reveals 19 sanctioned Russian vessels have passed through or just outside Irish waters since May.
Crews often lie about why they're docked in order to transport oil and other cargos, and the ships are registered under countries with weak maritime law.
