The local authority has announced a €72m overall budget for 2022.
Offaly County Council is dedicating over €4 million for the retrofitting of houses.
€13 million is being allocated for housing under the local authority's budget for 2022, with €4.2 million ringfenced for property renovation under the Just Transition.
The project will see council premises upgraded with better insultation to become more energy efficient in line with the government's Climate Action Plan.
