The strategy also highlights the need to tackle dereliction in the town.
Creating a walkable, attractive and active Offaly town is the aim of a new masterplan.
Offaly County Council has launched the new strategy for Banagher.
The masterplan identifies five 'Opportunity Sites' in Banagher - they are the Marina, the Royal Shannon Hotel, the Old Military Barracks, Fort Eliza, and Crank House.
It prioritises tackling vacancy, which the report says there is a high level of in the town, with most recent figures citing a rate of 15%.
The Royal Shannon Hotel is one such building, and was recently acquired by Offaly County Council, and will be subject to a separate Conservation Masterplan.
The report also suggests the development of a river walk around the Marina, which it says is an important attribute to Banagher.
The Masterplan highlights the need to create 'something meaningful' to attract visitors, with walkability being a key consideration.
It's listed four proposals centring on the Trailhead, Gateway, Public Realm and the Marina.
