The old shoe factory on Saint Mary's Street in Edenderry is due to house up to 50 people fleeing the war in Ukraine.
Graffiti on the outside on the outside building reads "12,000 IRISH STILL HOMELESS."
The Department of Integration says it expects the property to be ready for use by December of this year, and refurbishment works are currently being carried out.
