The Faithful fell to a 2-26 to 4-15 defeat to Wicklow at Croke Park, with Oisin McConville's side setting up a meeting with Down in three weeks time.
Offaly led by eight points at the break, before Wicklow outscored their opponents by 1-17 to 1-4 in the second half to turn the game around.
Defeat denies Offaly a first ever appearance in a Tailteann Cup decider.
